Offline upgrade to 9.1.13-h3 -- need to download 9.1.13?

For an offline upgrade to 9.1.13-h3, I know it is necessary to download 9.1.0, but is it also necessary to download 9.1.13 as well?

I do not do this when installing with an internet connection, but I don't know what might be happening in the background.

Assuming you are currently on 9.0, you only need to download/upload 9.1.0 and 9.1.13-h3 (the -h3 is a full maintenance release, not a patch)
