User Activity Report

I am experiencing problems when creating a user report it does not bring me all the information of the report I checked a note and I made the change but the report still does not work.
I'm trying to create a user report and it doesn't bring all the information of the report.
I have this configuration in another firewall with version 10 and the report is complete.

@Reaper Yes, we check the logs, we check the URL categories and they are in alert, the zones have the user-id enabled, we even try to generate a report in manage custom reports and it doesn't even generate the report. the version in the firewall where it does not generate is 9.1.9 but we did not find related issues. additionally we restart the mgmt plane and it continues the same. do you have any idea what it might be?
